The Best International Relations Schools in the World


The road to Washington is paved with elite educations. Indeed, for young people hoping to secure jobs in Foggy Bottom, on Pennsylvania Avenue, and elsewhere in the foreign-policy establishment, a key ingredient to success is often a diploma in international relations (IR) from one of America’s top universities. There are debates to be had about this model—how the pipeline can become more affordable, for instance, to ensure greater diversity among government hires. Scholars and policymakers alike rightly agree, however, that language skills, expertise about regions of the world, and other knowledge gleaned in the classroom make for a stronger, more effective corps of foreign-policy wonks. So which schools prepare students best?
The results of the 2014 Ivory Tower survey—a collaboration between Foreign Policy and the Teaching, Research, and International Policy (TRIP) project at the College of William & Mary—provide an insider’s guide. Responses from 1,615 IR scholars drawn from 1,375 U.S. colleges and universities determined rankings for the leading Ph.D., terminal master’s, and undergraduate programs in IR. (The scholars were asked to list the top five institutions in each category.) The survey also quizzed respondents about recent historical events and future policy challenges: Just how plausible is a U.S. war with China, for example, and who was the most effective secretary of state over the past 50 years? (Hint: Neither Condoleezza Rice nor John Kerry.)
All told, the Ivory Tower survey offers a window into how America’s top IR scholars see the world today—and which institutions are effectively nurturing future generations of thinkers and policymakers.

2015 ASIAN FUTURE LEADERS SCHOLARSHIP PROGRAM
MASTER IN PUBLIC ADMINISTRATION OF ZHEJIANGUNIVERSITY


“Asian Future Leaders Scholarship Program” is a full scholarship program established by BAI XIAN Education Foundation Limited at Zhejiang University to sponsor high-caliber Asian young students to participate in Two-year English-taught program “Master in Public Administration: Asia Synergy Program for Future Leaders”. The Scholarship Program aims to enhance the exchanges amongst young Asian students, promote cross-cultural understanding and trust, foster future Asian leaders who are able to lead the direction of world development, and therefore build a more harmonious international environment for the friendly exchanges among Asian countries and hence the peace of world.
    ZhejiangUniversity, entrusted by BAI XIAN Education Foundation Limited, is responsible for the enrollment and administration of the Scholarship Program.

COVERAGE OF THE SCHOLARSHIP
Full scholarship
—Exempt from registration fee, tuition fee, fee for internship, and fee for basic learning materials;
—Free accommodation on campus; (Double-room shared with one Chinese student)
—Living allowance: CNY 6,000 per month (ten months per year, up to two years);
—International students medical insurance (Relevant medical insurance items can be found at www.lxbx.net )
Notes:
1.       Costs of the laboratory experiments or internships that beyond the university’s arrangements should be self-afforded.
2.       Fee for basic learning materials ONLY covers the necessary learning materials prescribed by the university. Other textbooks and materials shall be self-afforded.


MASTER IN PUBLIC ADMINISTRATION: ASIA SYNERGY PROGRAM FOR FUTURE LEADERS
“Master in Public Administration: Asia Synergy Program for Future Leaders” is a full-time English-taught graduate program launched by School of Public Affairs of Zhejiang University. It is committed to fostering future leaders in public sectors, who are fully aware of the governmental system characteristics and social-economic development status of contemporary China, Japan and other major Asian countries. They shall also be equipped with practical skills for participating in and promoting public affairs. The program is open to Asian countries (except for China) every year. 15 undergraduates who are endowed with academic excellence, honesty, integrity, broad vision, sense of responsibility, mission, and the potential of leadership will be accepted into the program with Asian Future Leaders Scholarship provided for the two years of study. Besides, this program will be open to renowned universities in mainland China for the enrollment of 15 outstanding undergraduates, who will be arranged in the same class with international students for a two-year master’s program of public administration. The program studies usually commences at early September of each year.
1.      Features
Aiming to foster future leaders in public sector, strengthen exchanges and understanding amongst young Asians, “Master in Public Administration: Asia Synergy Program for Future Leaders” has the following features in terms of program design:
v       Partnership
In order to strengthen the mutual understanding among young Asians, the program adopts the “1+1” form, in which one international student and one Chinese student will live and study together.
v       Cooperation
The program highlights the interdisciplinary cooperation, cross-cutting cooperation and transnational cooperation.
Interdisciplinary cooperation focuses on the multidisciplinary exchanges in the field of social sciences at ZhejiangUniversity, actively building multidisciplinary platform including political science, public administration, economics, law, sociology and so on. Cross-cutting cooperation aims to satisfy the requirements of fostering personnel who are good at both theory and practical work; it is committed to promoting the close cooperation between Zhejiang University and government  (community) at all levels, social organizations and news media, laying the foundation for students’ professional practice. Transnational cooperation aims to invite world well-known professors and experts to deliver presentations at ZJU colloquiums, hence helping students to develop their international vision.
v       Participation
This program focuses on global roles of Asia and rapid-growing China, highlights international vision and Chinese perspective. Through providing opportunities for students to make in-depth inspection on Chinese society, it enables students to understand the changes of China in the process of globalization through participation, probe into the common issues and challenges faced by Asia today and world development, lift their ability of leadership in an all-around way, and systematically cultivate their critical thinking and multicultural appreciation.
2.      Curriculum
Circling around the goal of talent training, the program is designed to include a regional studies module “China in Asia” and a professional studies module “Theory and Methodology in Public Administration.”
The regional studies module “China in Asia” is committed to introduce governmental management system and social-economic development status of contemporary China. Comparison with other Asian countries will be made. It will also discuss major relationship among Asian countries in contemporary world.
The professional studies module “Theory and Methodology in Public Administration” mainly introduces the theoretical frontiers and operation tools in public administration.

3.      Professional Practice and Graduation Dissertation
The program values students’ increasing understanding towards a real China and a real world. It is devoted to enhancing students’ ability of describing and demonstrating a real world. Therefore, the program establishes special module of “Public Administration Practice,” in which the supervisor guides students’ study group to carry out field work and complete graduation dissertation in stages, with research projects as the carrier.
China Insights”   Led by teachers, students will go to government, community, social organization, factory, school and new media to observe, feel and apprehend the economic, social and political development status of a real China, hence they are able to strengthen the overall comprehension and in-depth understanding of China and choose their research topic.
Research on Special Topics According to the research topics, the supervisor will guide students’ study group to visit government officials and social organization directors, carry out types of social investigation, analyze documents and data and complete substantial investigation.
Demonstrating Research Report of “Asian Future Leaders Public Administration Summit Forum” Upon the completion of the research report, professors will be organized to make up the thesis defense committee. Government official, social organization directors and relevant personnel from public sectors will be invited as guest speakers and make comments on study group’s research achievements so as to apply theory to practice.

Thomas Heberer, political scientist, an expert on China’s issues, Germany, Chair at the Institute of Political Science and Chair at the Institute of East Asian Studies of the University Duisburg-Essen, is a full-time professor at ZhejiangUniversity.
Joseph Fewsmith, political scientist, an expert on China’s issues, American, professor of International Relations and Political Science at Boston University, was director of Asian studies Center at Boston University, is Qiushi Distinguished Visiting Professor at Zhejiang University.
Zhao Dingxin, sociologist, professor at The University of Chicago, is National 1000-Plan-Scholar at School of Public Affairs of Zhejiang University.
Zhang Junsen, economist, professor at The Chinese University of Hong Kong, is National 1000-Plan-Scholar at School of Public Affairs of Zhejiang University.

5.      Language of Instruction
English is the teaching and research language of this program. The University will also offer a basic Chinese Language course for international students, helping them enhance their ability of basic Chinese communication. Moreover, to make sure that there is no language obstacle in students’ study, visit, research and communication during the field work, the University will arrange Chinese students and interpreters with the international students.
6.      “Asian future leaders” Summer Enrichment Program
Students will participate in at least one “Asian future leaders” Summer Enrichment program organized by the BAI XIAN Education Foundation Limited.
APPLICATION
1.      Eligibility
—Applicants must hold citizenship of an Asian country (other than the People’s Republic of China).
—Applicants must be in good health condition.
—Applicants must have a bachelor’s degree or be graduating students and be under the age of 40.
—Applicants must have academic excellence, honesty and integrity, open vision, sense of responsibility and mission.
—Applicants must appreciate the mission and vision of the Scholarship Program.
—Applicants must have a good command of English and can be taught in English; Non-native English speakers must provide relevant English proficiency certificate.
—Applicants shall not be a recipient of any other scholarship or any form of funding support from a third party.
—If admitted with scholarship, applicants shall stay enrolled as a full time student at ZhejiangUniversity. It is prohibited to take up any paid full-time or part-time employment outside of the program. Students must follow the teaching programs arranged by the university.
—Applicants must agree to sign a student commitment letter stipulated by “Asian Future Leaders Scholarship Program”.

ADMISSION AND NOTIFICATION
Zhejiang University will review all the application materials. Decisions for admission and for granting the scholarships will be made on the basis of the applicants' competitiveness, academic record and otherwise. After approved by BAI XIAN Education Foundation Limited, the list of scholarship awardees will be announced and published at the InternationalCollege website in late July 2015.And Admission Notice, Visa Application Form for Study in China and other relevant documents will be sent to scholarship awardees in time.
ADDITIONAL NOTES
1.      Scholarship awardees must register within the specified time set by ZhejiangUniversity. Scholarships will not be reserved for those who fail to register on time without valid reasons.
2.      Scholarships will be canceled for those who fail to pass the verification of their health examination.
3.      The duration of the scholarship may not be extended if the awardees fail to finish the studies.
4.      Scholarships of the students who suspend their studies due to illness or for other reasons will not be reserved.
5.      The right of interpreting this document belongs to ZhejiangUniversity.
